Where it applies

Written for the jurisdictions listed here.

These are the State exemptions in Real Property Tax Law 458, 458-a and 458-b; see the New York entries. Greene County has exercised the options by local law: the Local Laws Book 2 compilation's subject index carries "Providing a change in the amount of Veterans' exemption and to permit veterans to reapply for the exemption of Real Property Tax Law, Sections 458 and 458-A" at its page 42, "Provide for the increase of the maximum exemption allowable for Veterans' real property tax exemption under Section 458-A of the Real Property Tax Law" at page 74, "To Provide Veterans' Property Tax Exemptions To Gold Star Parents Pursuant to New York State Law" at page 76, and the Cold War exemption at pages 79 and 131. The full exemption for permanent and total disability (458-a(11)). The county's Local Laws page posts "Notice of Public Hearing - Local Law Number 2 of 2026 - Disabled Veteran Tax Exemption" dated July 13, 2026: "there has been duly presented to the County Legislature of the County of Greene on the 13th day of July, 2026, Local Law Introductory Number 2 of 2026, 'A Local Law of the County of Greene providing that the primary residence of a seriously disabled veteran shall be fully exempt from taxation and special district charges, assessments and special ad valorem levies pursuant to Section 458-a (11) of the Real Property Tax Law.'" The notice recites the State's single test as enacted by chapter 672 of 2025 and amended by part EE of chapter 59 of 2026: a veteran discharged under honorable conditions (or with a qualifying condition, or a discharged LGBT veteran with a discharge other than bad conduct or dishonorable) who "must be considered by the United States Department of Veterans Affairs to be permanently and totally disabled as a result of military service, as evidenced by a letter, official form, or other document sent to such veteran from such department that specifically states such veteran is considered to be permanently and totally disabled as a result of such service." Enactment and effect. SECTION 1 adopts "the provisions provided in Real Property Tax Law Section 458-a, subdivision 11"; SECTION 2: "Any such real property tax exemption shall apply to assessment rolls completed based upon Taxable Status Date March 1, 2027, and after." The public hearing opened and closed at the August 19, 2026 legislature meeting (the hearing item carried the notice), and the October 21, 2026 meeting's correspondence carries "NYS Department of State - Filing of Local Law No. 2 of 2026" - the Secretary of State's acknowledgment of the filing. The exemption reaches the county's own taxes, special district charges and special ad valorem levies; the town's and the school district's taxes are exempt only where each adopted it too. The statute sets no percentage: a VA letter stating permanent and total disability from service is the test, and the rating filter never hides this entry. How to apply. File with the county or town assessing unit by the taxable status date (March 1) on the assessor's exemption application with the VA's permanent-and-total letter; the Veteran's Service Agency (300 Route 23B, Leeds, 518-943-3703) helps veterans assemble the letter.
