The office. The Gosper County Veterans Service Office is on the first floor of the Gosper County Courthouse, 507 Smith Avenue, Elwood, NE 68937 (mail PO Box 52), phone 308-785-8028, fax 308-281-0103, [email protected]. It is open the first, second and third Tuesdays of each month, 9:00 a.m. to 3:00 p.m. (closed noon to 1:00), and at other times by appointment: call and leave a message. The Veterans Service Officer is Vicki VonLoh. The county's page says the office "assists veterans and their dependents in obtaining information about any V.A. benefits", works up the applications and supporting documents and helps veterans apply for VA medical center eligibility. The County Clerk files a veteran's DD-214, which is not public and is released only to the veteran (see the Nebraska entry on the Discharge Record). Homestead certification. The Assessor's homestead FAQ, under "How do I qualify as a Disabled Veteran or their Widow?", lists the exemptions for a veteran totally disabled by a non-service-connected illness or accident, each "(annual certification required)", and sends the veteran to the Veterans Service Office first for a physician's form and the office's certification. The application under section 77-3508 is annual, but 77-3508(1)(c) says the medical certification need not be repeated when the condition has not changed, though the assessor may ask for it again (see the Nebraska entries). The Board's year. Ms. VonLoh gives the Board program updates (August 13, 2025, and on its April 29 and September 9, 2026 agendas). On November 12, 2025 the Board authorized its chairperson to sign the Nebraska Department of Veterans' Affairs' memorandum of understanding she presented, and on February 11, 2026 it approved her request for $1,038.78 of emergency relief for a veteran from the county's aid fund (see that entry). The money. The filed 2025-2026 budget gives the office (0100-803) $14,434.00, against $12,203.86 spent in 2024-2025: the officer's $10,734.00 salary ($10,421.34 in 2024-2025), $1,000.00 for the telephone, $1,700.00 for office equipment and travel, dues and supplies.
