Where it applies

Written for the jurisdictions listed here.

In Goochland County the Commissioner of the Revenue, Jennifer N. Brown, MCR, at 1800 Sandy Hook Road, Suite 220, P.O. Box 60, Goochland (804-556-5807, [email protected]), takes the statewide disabled-veteran real estate exemption; office hours are 8:30 a.m. to 5:00 p.m. weekdays. The 2026 application asks for the original letter issued by the Department of Veterans Affairs stating the 100% service-connected disability with its effective date, a valid Virginia driver's license, and a recent power or cable bill. The surviving-spouse application (a separate 2026 form) applies where the veteran died on or after January 1, 2011, the spouse has not remarried, and the property is the spouse's primary residence. The exemption applies to "the parcel which is the primary residence of the veteran and/or the surviving spouse of the veteran". The county's real estate tax rate for 2026 is $0.53 per $100, and property in the Tuckahoe Creek Service District also carries the district's $0.32 ad valorem levy; the state's disabled-veteran exemption reaches the county levy and the exemption article separately provides for the deferral of special district taxes for the elderly and disabled, so a veteran in the district should ask the Commissioner how the ad valorem line is treated on the parcel. The TY 2025 state table records Goochland at 0.530 / 3.750 / 1.000. Taxes are due in two halves, June 5 and December 5, collected by Treasurer Pamela E. Duncan (804-556-5806). A veteran who is permanently and totally disabled but does not meet this VA test can use the county's article III relief instead.
