Georgetown County: No Stormwater Fee for a Totally Disabled Veteran's Home

Georgetown County's code waives the stormwater utility fee (the county FAQ gives $52 a year for a single-family home) on the home of an owner who has the State's total property tax exemption as a totally disabled veteran, from the same tax year the exemption is granted (Code section 8-38.2(b)(6)).

Also called: stormwater fee, stormwater utility, fee exemption, disabled veteran, total and permanent, 12-37-220, section 8-38.2, ERU, $52, tax bill, Georgetown, Andrews, Pawleys Island, Murrells Inlet, Garden City, Litchfield, Plantersville, Pleasant Hill, DeBordieu.

The county rule. Section 8-38.2(b)(6) of the Code of Ordinances: "The stormwater utility fund fee shall not apply to the residential property of owners who qualify for a totally disabled veteran exemption of all real property taxes for that particular property under S.C. Code 1976, § 12-37-220(B)(1). This exemption shall attach and go into effect the same tax year as the original totally disabled veteran exemption is granted." Subsection (b)(5) does the same for a total homestead exemption under section 12-37-220. The section dates from Ordinances 2007-32, 2008-06 and 2009-54 and is unchanged in Supplement 23 (codified through September 23, 2025); the Council made no change to it between October 2025 and October 2026. What it is worth. The fee is billed once a year on the property tax bill. The county's stormwater FAQ: "Residential properties will pay $52 per year, for one Equivalent Runoff Unit (ERU)"; it otherwise says "all developed property in the county is subject to the stormwater fee", so the veteran and homestead exemptions in the code are the exceptions. How. Nothing is filed with the county. The trigger is the State's exemption: the veteran applies to the South Carolina Department of Revenue (form PT-401, with the certificate the Veterans Affairs Office signs), and once the Department grants it, it notifies the Assessor and Auditor; the fee should then drop off from the same tax year. If it still shows on the bill, raise it with the Auditor or with Public Services, which hears stormwater billing appeals in writing within 30 days. See the South Carolina entry for who qualifies, including a veteran rated totally disabled through unemployability and a surviving spouse.

Figures

Each figure is dated with the day it was read. A local figure moves whenever the statute or the local ordinance does, so confirm it with the office that grants it before you rely on it. Statute verified gives the day the weekly section check last found the statute standing on the legislature’s own code site; a figure without it rests on a statute the check does not read yet.
