Galveston Central Appraisal District: Disabled Veteran Exemptions
The Galveston Central Appraisal District states the 100% homestead exemption with unemployability, but asks a surviving spouse for a VA letter rating the veteran 100% at death, calls the line-of-duty spouse exemption one for a member "killed in action", has nothing on the 2025 presumptive-condition spouse exemption, and links a 2022 homestead form that predates it.
Also called: property tax, appraisal district, GCAD, 11.131, 11.22, 11.133, 11.136, homestead, form 50-114, surviving spouse, unemployability, Texas City.
The exemptions are the State's; the Texas entries explain them. The Galveston Central Appraisal District grants them for property in Galveston County.
What the district gets right. Its homestead page states the 100% exemption as Tax Code 11.131 does, 100% disability compensation with a rating of 100% or of individual unemployability, for every taxing unit, prorated from the day the veteran qualifies. It describes the donated residence exemption and the spouse's continuation of it.
Where it is narrower than the statute. The page uses the same wording as Denton and Montgomery Counties.
Surviving spouse of a 100% veteran. The district asks for a "current VA letter identifying him/her as surviving spouse and stating that the deceased veteran had a service-connected disability of 100% at the time of his/her death". Section 11.131(c) covers the spouse of any veteran who qualified under subsection (b), including one paid at 100% for unemployability with a lower rating; send the VA letter showing the unemployability award and cite section 11.131(c).
Line of duty. The district heads the section 11.133 exemption "Surviving Spouse of Member of Armed Forces Killed in Action". The statute covers a member "killed or fatally injured in the line of duty", in training or an accident as well as in combat.
Not described, and an old form. The partial exemption of section 11.22 appears only as a form, and the 2025 exemption for the surviving spouse of a veteran who died of a presumptive condition (section 11.136) appears nowhere. The homestead page links its own copy of form 50-114, revision 5-22, which has no box for the section 11.136 exemption; the district's forms page links the Comptroller's current revision 02-26, which does. Use the current form.
The county's own order. On June 8, 2026 the Commissioners Court adopted its order granting homestead exemptions from the county's 2026 levy, which restates section 11.131 but gives the surviving spouse's exemption only where the veteran "qualified ... when the disabled veteran died", leaving out the words House Bill 992 of 2015 added for a veteran who would have qualified had the exemption existed at the death. The exemption is mandatory and the statute governs.
