An Arkansas county veterans service officer is employed by the county judge and paid from the Quorum Court's budget, trained and accredited through the Department of Veterans Affairs, and partly reimbursed by the State under section 20-81-106: one dollar for every two the county spends, up to $3,600 a year, or $4,800 in a county with more than 2,500 veterans, plus $500 a quarter each for VA accreditation and for access to VA's benefits system; see the Arkansas entry on the Department and county service officers. Help with a claim is free. The county's page adds home and nursing home visits for veterans and surviving spouses who cannot come in, and help connecting them with Social Security, housing, nursing homes and food pantries. Who and when. The Department of Veterans Affairs' county finder (last updated August 19, 2026) lists Terri Crow at 118 West Locust St, Salem, AR 72576, (870) 895-3900, [email protected], Tuesday to Thursday 8:00 a.m. to 4:00 p.m. The county's Veterans Services page still reads "Richard "Ric" Bolton - Fulton County Veteran Service Officer", with the same phone and email and a mailing address of P.O. Box 677, Salem. The Quorum Court's minutes record Mr. Bolton's appointment on October 21, 2025; the county's general ledger shows his last payroll on April 15, 2026 and payroll to Teresa Crow from March 31, 2026, and the State's finder now lists Ric Bolton as the Department's District 3 officer at the same 118 W. Locust St. address in Salem, (870) 253-9767. Fulton is in the Department's District 3, whose District Veterans Service Officer is Ric Bolton in Salem, (870) 253-9767. The County Judge, Kenneth Crow, who oversees the office, is at (870) 895-3341. The money. Ordinance 2025-14 (filed December 18, 2025) adopts the 2026 budget with $22,178.22 for Veteran's Services (department 1000-0800), $14,230.48 of it salary, down from $27,963.00 in 2025; the department had spent $12,642.46 by September 30, 2026. The Quorum Court set the officer's starting pay at the personnel policy's new-hire rate on December 16, 2025 and refused a $15 an hour exception on January 20, 2026. The ledger books State reimbursements of $1,400 (March 10) and $1,900 (May 29, 2026). The Quorum Court. The Court meets on the third Monday of each month at 6:30 p.m. upstairs in the courthouse, 123 South Main Street, Salem; its agendas, minutes, budgets and ordinances are posted on the county's Public Documents pages. The veterans court. The Sixteenth Judicial Circuit's administrative plan for 2020-21 said a Veterans Treatment Court, "an exceptional sub-set of the existing 16th Judicial Circuit Drug Court", had run since the Supreme Court approved it in October 2014, on the dates and at the places of the circuit's four drug courts. Its plan effective January 1, 2026 lists the Independence, Cleburne, Stone and Izard/Fulton drug courts and the juvenile drug courts but no veterans court, and the Judiciary's 2022 map does not shade the circuit; ask the drug court whether veterans are still taken as a separate track. The Izard/Fulton drug court sits every other Monday afternoon at the Izard County District Courtroom, 300 Circle Drive, Melbourne.
