The Franklin County Clerk (Kip Cassavaw, the county's 29th clerk, with Deputy Lynn Humphries; P.O. Box 70, 355 West Main Street, Suite 248, Malone; 518-481-1681/1682) lists military discharges among the filings the office administers - "The County Clerk's Office issues peddler permits to veterans, administers & files oaths of offices and military discharges" - and issues peddler permits to veterans; the office's fee schedule (effective July 15, 2022) prices recordings at $40.00 per document with no military-discharge line, so the free recording and certified copies are Military Law 250's.

The office. Kip Cassavaw is the current Franklin County Clerk - "He is the 29th person to hold this office. The first Franklin County Clerk was James S. Allen, who took office following the creation of the County of Franklin in 1808." The Clerk is one of four elected administrative offices in the county (with the County Executive, Sheriff and District Attorney) and a Constitutional officer with a four-year term. Lynn Humphries is Deputy County Clerk. Address P.O. Box 70, 355 West Main Street, Suite 248, Malone, NY 12953; phone 518-481-1681, deputy 518-481-1682; hours "8:00 am ~ 4:00pm, Monday through Friday (closed holidays and Black Friday)". The page's own email line prints [email protected] over a mailto to [email protected] - the county's legacy domain.
The discharge line. The duties list ends: "The County Clerk's Office issues peddler permits to veterans, administers & files oaths of offices and military discharges." That is the county's own statement of the Military Law 250 duty - the State entry carries the statute: every county clerk records a veteran's discharge free and gives the veteran, a parent, spouse, dependent or child a certified copy free, and the record is restricted.
The fee schedule. The Clerk's "County Clerk Fees" sheet, "Schedule of Fee Effective 7/15/2022", is an image scan (read by OCR at 150 dpi); its Recording Fees column prices "Per Documents $ 40.00" with a $5.00 cover page and per-page charges, and carries no military-discharge line at all - a veteran asked to pay points to Military Law 250. Copies are 65 cents, "Minimum $ 1.30", and the sheet's footer requires a "SELF ADDRESSED STAMPED ENVELOPE REQUIRED FOR ALL DOCUMENT RETURNS ~OR~ $1.00 CHARGE PER DOCUMENT".
The rest of the office. The Clerk is Clerk of the Supreme and County Courts, records deeds and mortgages, issues peddler permits to veterans, accepts passport applications and pistol permits, files DBA certificates, and runs the county's DMV offices; recorded documents are searchable through searchIQS with a free Deed Fraud Alert Notification service ("Get email alerts when a document is recorded in your name at the County Clerk's Office").
