Where it applies

Written for the jurisdictions listed here.

The office. The Franklin County Veterans Service Office is at 405 15th Avenue, Franklin, NE 68939 (mail PO Box 146), phone (308) 425-3202, [email protected], open "Each Wednesday or by appointment", 8:30 a.m. to 4:30 p.m. (the State's directory, updated October 26, 2026, says Wednesday only). The Veterans Service Officer is Pat (Patrick) George. The county's page says the office "assists veterans and their dependents in obtaining information about any V.A. benefits", works up the applications and supporting documents and helps veterans apply for VA medical center eligibility. A notice the county posted in April 2026 moved the office's day to Monday, April 27, because Mr. George would be out of the state on Wednesday the 29th - worth a call before driving in. The County Clerk records a DD-214 brought to the office (see the Nebraska entry on the Discharge Record). One officer, two counties. The State's directory lists Patrick George as the officer for Harlan County too, at the Alma courthouse on Tuesdays (see the Harlan County office entry). Each county keeps its own office: Franklin County's budget pays him from its own Veterans Service line, and its interlocal report lists no veterans service agreement with Harlan County or any other. The Phelps County site's schedule still names a Franklin office day for the Phelps County officer; Franklin County veterans should use their own office. Homestead certification. The Assessor's homestead FAQ, under "How do I qualify as a Disabled Veteran or their Widow?", lists the exemptions for a veteran totally disabled by a non-service-connected illness or accident, each "(annual certification required)", and sends the veteran to the Veterans Service Office first for a physician's form and the office's certification. The application under section 77-3508 is annual, but 77-3508(1)(c) says the medical certification need not be repeated when the condition has not changed, though the assessor may ask for it again (see the Nebraska entries). Hiring. The county's employment application says the position "is subject to a veterans preference" and asks a veteran claiming it to attach a DD-214, and a spouse claiming it the veteran's DD-214, the VA's 100 percent permanent disability rating and proof of marriage (see the Nebraska entries on the preference). The money. The office (803) spent $17,859.30 in 2023-2024 and $18,932.73 in 2024-2025, and the filed 2025-2026 budget adopts $26,950.00: a $600.00 official's salary and $19,200.00 of administrative salary, with $500.00 for board members' expenses.
