Franklin Veterans’ Property Tax Exemptions (Clauses 22 to 22F)

Franklin’s Town Council adopted the HERO Act’s clause 22I cost-of-living increase in 2024, so the fiscal 2027 amounts are the statutes raised by both years’ adjustments: $423 under clause 22 to $1,585.17 under 22C and $1,057 under 22E; its taxpayer guide prints the statutes.

Also called: property tax, clause 22, 22E, veterans exemption, assessors, Franklin.

Where it applies

Written for the jurisdictions listed here.

The Town of Franklin grants the veterans’ exemptions of G.L. c. 59, s. 5, clauses 22 to 22F, through its board of assessors. The statute sets them as dollars off the tax bill, $400 under clause 22, $750, $1,250 and $1,500 under 22A to 22C and $1,000 under 22E, and exempts the whole domicile under 22D and 22F; a town can add to them only by accepting a local option, clause 22I, clause 22J or section 5C½. Every figure on this entry carries its source and the day it was read. The town’s Veterans & Local Taxes page records that in 2022 the Town Council voted to match the exemptions mandated by the state and that in 2024 it adopted a measure of the HERO Act for an annual COLA increase to the existing exemptions, which is clause 22I. Neither vote carries a docket number and no order was found in the council’s online records, so this entry rests on the town’s own page; ask the assessors to confirm the current amounts. The clause 22I adjustments are the Department of Revenue’s 2.9 percent for fiscal 2026 and 2.7 percent for fiscal 2027, which raise the statute’s $400 under clause 22 to $423, $750 to $793 under 22A, $1,250 to $1,321 under 22B, $1,500 to $1,585.17 under 22C and $1,000 to $1,057 under 22E. The Taxpayer’s Guide to Local Property Tax Exemptions the page links is the Department of Revenue’s generic fact sheet, which prints the statutes ($400 under clause 22 to $1,500 under 22C and $1,000 under 22E) and asks for six months’ Massachusetts domicile before entering service or two consecutive years before filing, as the statute now does. The page also describes the town’s Veterans’ Property Tax Work-Off Program under G.L. c. 59, s. 5N. Chapter 115 benefits, the Commonwealth’s needs-based help with rent, food, fuel and medical costs, are applied for through Franklin Department of Veterans’ Services: Shannon Nisbett, Director. Their amounts are set by the Commonwealth and are the same in every city and town; the statewide chapter 115 entry describes them.

Figures

Each figure is dated with the day it was read. A local figure moves whenever the statute or the local ordinance does, so confirm it with the office that grants it before you rely on it. Statute verified gives the day the weekly section check last found the statute standing on the legislature’s own code site; a figure without it rests on a statute the check does not read yet.
