Where it applies

Written for the jurisdictions listed here.

Fluvanna County applies the statewide one-vehicle exemption through the Commissioner of the Revenue on the "Application for Real Property & Personal Property Tax Relief for Veterans with 100% Service-Connected Disability": one automobile or pickup owned and used primarily by or for the veteran is exempt from the county personal property tax. The county's veterans page states the surviving-spouse rule as the statute does - "Surviving spouses of disabled veterans do not qualify for the vehicle exemption", which is what section 58.1-3668(C) provides. The 2026 personal property rate is $4.10 per $100 of assessed value, with business personal property at $2.90 and machinery and tools at $1.90, approved by the Board of Supervisors. The state's car-tax relief applies to the first $20,000 of value on a personal-use vehicle. A veteran rated permanent and total on the basis of individual unemployability qualifies on the same footing as the real estate exemption.
