Section 296.36 covers the nursing homes. The applicant has to be a veteran as section 1.01(14) defines that word, or have eligible peacetime service, or be the spouse or surviving spouse of such a veteran. The applicant has to need nursing home care, be a Florida resident when applying, not owe the department for an earlier stay, have applied for government assistance that is reasonably available, and be approved by VA for care and treatment. The director can waive residency for a veteran who is a disaster evacuee from a state under a declared emergency. Priority runs to an eligible Florida veteran, then a veteran with a service-connected disability or a line-of-duty discharge for the condition that requires the care, then a veteran who cannot pay for nursing home care, then a spouse or surviving spouse. The homes page says an eligible spouse is admitted when a bed is available.
The Lake City domiciliary uses the separate rules in part I of chapter 296. It is not a nursing home. A rating percentage is not the admission test.

Nursing care, Florida residence, and VA approval
A nursing-home applicant has to need nursing care, be a Florida resident unless a disaster waiver applies, and be approved by VA. Wartime and eligible peacetime service both qualify. A rating percentage is not the test.
