Where it applies

Written for the jurisdictions listed here.

Section 320.084 provides one free disabled veteran motor vehicle license plate for a vehicle the veteran owns or leases. The veteran has to be honorably discharged and either have lived in Florida continuously for the preceding five years or have established a Florida domicile under section 222.17. The proof is one of three findings: a vehicle first bought with VA financial assistance specifically for an automobile, a service-connected 100% disability rating for compensation, or a service-connected 100% rating plus disability retirement pay from a branch of the armed services. A VA letter, or a Florida Department of Veterans Affairs identification card under section 295.17, certifying a service-connected 100% rating is prima facie evidence. The statute still imposes the service charge in section 320.04 on the initial application and on renewal, plus 50 cents on the plate and validation sticker under section 320.06. The registration has to be renewed, with a certified statement of continued eligibility. A false statement is a noncriminal violation with a $50 civil penalty. The plate is red, white, and blue and carries the DV designation. The Highway Safety and Motor Vehicles parking FAQ says a DV plate exempts the vehicle from paying parking fees statewide under section 316.1964. A disabled veteran who qualifies may instead take a military plate or a specialty plate. The fees that section 320.084 does not waive still have to be paid, and the 2024 amendment says that substitute plate does not carry the accessibility symbol or the parking protections of the DV plate. A 100% rating that is not permanent still meets the plate statute. Permanent and total status is the driver-license fee rule, not this plate rule. A VA automobile grant is a separate path the rating filter does not test.
