Ohio requires each county veterans service commission to bury or cremate a veteran, or a veteran's parent, spouse or surviving spouse, who died without the means to pay, with the county paying up to $1,000 (Revised Code 5901.25 to 5901.27; see the Ohio entry). What Fairfield County says. Its burial benefits page offers a "County Indigent Burial Program": "Eligible applicants may qualify for up to $1,000 based on income and county program requirements." Applications are completed through the commission's office with the veteran's DD Form 214 or other discharge papers, the death certificate and the funeral bill. The page describes the benefit for the veteran; a family burying a veteran's spouse or parent should ask, since the statute covers them too. The same page walks a family through the VA's own benefits - national cemetery burial, government headstones, military funeral honors, the burial flag, the Presidential Memorial Certificate and possible reimbursement of burial expenses. Grave flags. The commission "provides flag holders and flags to decorate Fairfield County cemeteries on Memorial Day", aiming at a flag on every veteran's grave, with the service organizations' volunteers placing them; a family that finds a holder missing or damaged obtains a replacement at the commission's office. The county's adopted 2026 budget carries $45,000 of burial expense and $50,000 of grave markers for the commission, against 2025 actuals of $17,200 and $20,455.94.
