El Paso Central Appraisal District: Disabled Veteran Exemptions

The El Paso Central Appraisal District describes the 100% homestead exemption as Tax Code 11.131 does, unemployability included, but tells veterans rated 10% to 90% that the property must already carry a homestead exemption. Section 11.22 has no such rule: the partial exemption goes on any one Texas property the veteran owns and names on the form.

Also called: property tax, appraisal district, EPCAD, 11.22, 11.131, form 50-135, form 50-114, homestead, surviving spouse, blind, loss of limb.

For: Veteran or service member, child, survivor.

Where it applies

Written for the jurisdictions listed here.

The exemptions are the State's; the Texas entries explain them. The El Paso Central Appraisal District grants them for property in El Paso County, and there is no fee to apply. 100% homestead. The district's Exemptions page describes it as section 11.131 does: a disability rating of 100% or individual unemployability, with VA paying at the 100% rate, takes the whole homestead off the roll. Where the district is narrower than the statute. The same page says that for a rating between 10% and 90%, "the property must have a Homestead exemption and a letter from the Veterans Benefits Administration Office is required". Section 11.22 lets the veteran take the partial exemption against one property of the veteran's choosing, named on the application (subsection (f)); it need not be the home, and a veteran who owns, say, a rental or a lot can claim it there. Section 11.22(h)(2) also accepts a rating certified by the branch of service, not only by VA. A veteran told otherwise should cite section 11.22(f) and file the Comptroller's form 50-135. An old page. The district's Disabled Veterans page is still framed around the 2009 and 2012 changes to section 11.131, with press releases from those years. Its table of the 11.22 amounts is right ($5,000 from 10%, $7,500 from 30%, $10,000 from 50%, $12,000 from 70%, and $12,000 at 65 or older with any rating of 10% or more), but it leaves out the two other routes to the $12,000 maximum: total blindness in one or both eyes, and loss of use of one or more limbs (section 11.22(b)). It says nothing of the donated homestead, the line-of-duty surviving spouse exemption, or the 2025 exemption for the surviving spouse of a veteran who died of a presumptive condition; see the Texas entries for each. The district is at 5801 Trowbridge Drive, El Paso 79925, 915-780-2131, weekdays 8 a.m. to 5 p.m.
