Duval County Property Appraiser: Veteran Exemptions and the Combat Discount

How the Duval County Property Appraiser and the city's veterans department describe Florida's veteran property tax relief, and where they are narrower than the statutes: both describe the combat-related discount as for partially disabled veterans, where section 196.082 says partially or totally; the veterans department adds a condition of Florida residence on entering service that section 196.082 does not contain; and the Appraiser's summary puts the $5,000 exemption at more than 10% where the statute says 10% or more.

Where it applies

Written for the jurisdictions listed here.

The exemptions are the State's; the Florida entries explain them. The Duval County Property Appraiser, 231 E. Forsyth Street, Suite 260 (904-255-5900), grants them for the consolidated city and county. Filing. The combat-related discount is claimed on form DR-501DV by March 1, with proof of age 65 on January 1, a VA letter stating the percentage, evidence the disability is combat related, and proof of honorable discharge; late applications are taken until 25 days after the August notices, with an explanation. The $5,000 exemption needs only a VA or federal certificate, a signed request and proof of Florida residence, with no form. The total and permanent exemption needs a VA letter. The Appraiser's page currently asks applicants to phone or email ([email protected]) for the forms. Where the descriptions are narrower than the law. The combat discount. The Appraiser lists "Are partially disabled with a permanent service-connected disability"; the veterans department describes the discount as for "certain partially (10 percent - 90 percent) disabled veterans". Section 196.082(1) covers a veteran "partially or totally permanently disabled", and the discount equals the permanent rating, so a 100% combat-related veteran who is not already fully exempt still qualifies. Residence on entering service. The veterans department lists "Proof of Florida residency at the time of entering military service" as a requirement. Section 196.082(4) lists only the VA letter with evidence of a combat-related disability, the honorable discharge and proof of age. A veteran who entered service from another state should apply. The veterans department's step. It says applicants "must first come" to its office to have documents verified and get a letter for the Appraiser. The Appraiser only recommends it, and the statute does not require it. The $5,000 exemption. The Appraiser's introduction says "disabilities of more than 10 percent"; its own detailed text, and section 196.24, say at least 10 percent.
