Dutchess County Clerk: the FAVOR Card and the Veterans Vendor License
The Dutchess County Clerk issues the Return the FAVOR photo ID to honorably discharged veterans living in the county, which participating businesses honour with discounts, after the Office of Veterans Affairs checks the DD-214; and it issues the veterans vendor (peddler's) licence, which lets a veteran, or a veteran's widow, sell along streets and highways without the usual fees.

The FAVOR card. "As part of the 'RETURN THE FAVOR' Discount Program, the County Clerk's office will issue eligible county residents an I.D. card, identifying them as a qualified and honorably discharged veteran who served actively in the US military ... Reservists and National Guard also qualify if they meet the New York State definition of veteran." The steps: take your DD-214 or equivalent to the Office of Veterans Affairs, 1335 Route 44, Suite 2, Pleasant Valley, between 9 and 4; complete the application; then go to the County Clerk's office on the first floor of 22 Market Street, Poughkeepsie, and press the FAVOR button at the customer service booth. The discount is set by each business.
The veterans vendor licence. "A veteran's peddler's license allows a veteran to sell goods along streets and highways within the county of his residence, without having to pay the usual fees associated with a vending license. It also allows the widow of a veteran to do the same", with the veteran's death certificate. Bring the DD-214 showing an honourable discharge, identification, proof of six months' residence in Dutchess County and two identical photos (the office takes them free), and check with the town or city clerk where you will sell.
