Where it applies

Written for the jurisdictions listed here.

The office. The county's page lists Veterans Service Officer Michael Rosenfelt, (308) 423-2584, [email protected], open Tuesdays 10:30 a.m. to 3:00 p.m. at 123 W 6th Ave, Benkelman (mail PO Box 734, Benkelman, NE 69021). The State's directory (updated October 26, 2026) gives the same officer, phone and mailbox at 131 2nd Ave. SW, Tuesdays 10:00 a.m. to 3:00 p.m., and the county's phone directory lists Veterans Service at (308) 423-5484; call before going. The page says the office "assists veterans and their dependents in obtaining information about any V.A. benefits", works up the applications and supporting documents and helps veterans apply for VA medical center eligibility. What the county lists. The County Benefits page names county veterans aid (see that entry); a bronze grave flag holder reflecting the veteran's wartime era, inventoried each year and replaced when damaged; registration of DD-214s, with certified copies on request; homestead help, the office obtaining each year the VA Regional Office's letter of eligible veterans and widows for the Assessor; grave registration, with a Presidential Memorial Certificate ordered for the family of every deceased county veteran; and benefits counselling. The County Clerk records a DD 214 brought to the office (see the Nebraska entry on the Discharge Record). Homestead certification. The Assessor's homestead FAQ, under "How do I qualify as a Disabled Veteran or their Widow?", lists the exemptions for a veteran totally disabled by a non-service-connected illness or accident, each "(annual certification required)", and sends the veteran to the Veterans Service Office first for a physician's form and the office's certification. The application under section 77-3508 is annual, but 77-3508(1)(c) says the medical certification need not be repeated when the condition has not changed, though the assessor may ask for it again (see the Nebraska entries). Hiring. The county's Employment Opportunities page says its open position "is subject to a veteran's preference" (see the Nebraska entries on the preference). The Board's year. The Board's December 1, 2025 agenda carried the Nebraska Department of Veterans' Affairs' memorandum of understanding (the minutes of that meeting are not posted), and its September 21, 2026 claims reimburse Mr. Rosenfelt $221.84 of mileage. The money. The filed 2025-2026 budget gives the office (0100-803 Vet. Service) $12,650.00, against $12,307.94 spent in 2023-2024 and $11,249.64 in 2024-2025: the officer's $9,000.00 salary ($8,768.88 in each earlier year), $500.00 for grave markers and flags, travel, telephone and software.
