Dougherty County land transfer for the Georgia Veterans Assisted Living Facility and the VECTOR ask
Dougherty County's Board of Commissioners approved Resolution 25-071 (November 24, 2025) transferring 18.57 acres of the former Georgia National Guard Armory property at 1500 N. Monroe Street to the Albany-Dougherty Payroll Development Authority so it can be donated to the state for the Georgia Department of Veterans Services' veterans assisted living facility - a $100,000,000 project, the first newly constructed veterans facility in the state - and asked the legislative delegation for $17.3 million toward Albany Technical College's Veterans Transition Center (VECTOR).
Also called: GDVS, assisted living, veterans home, Resolution 25-071, ADPDA, Armory, VECTOR, Albany Technical College, 1500 N. Monroe Street, Lorenzo Heard, Albany, Putney, Radium Springs, Westtown.
The resolution. "WHEREAS, Dougherty County is the owner of approximately 18.57 acres of real property, also known as the Georgia National Guard Armory property, with the physical address of 1500 N. Monroe Street, 400 Eleventh Avenue and 1503 N. Jefferson, Albany, Georgia (the 'Property') ... and WHEREAS, the Board of Commissioners of Dougherty County, Georgia desires to convey the Property to the ADPDA for the sole purpose of enabling ADPDA to subsequently donate the Property to the State of Georgia, for the custody of GDVS, in the event of GDVS's successful application for and use of competitive federal funding to finance the development and construction of an assisted living facility for veterans (the 'Project'); and WHEREAS, GDVS has identified the Property as a suitable location for the Project; and WHEREAS, the Project is anticipated to generate an investment of approximately One Hundred Million Dollars ($100,000,000) and create approximately two hundred (200) new jobs in Dougherty County through a competitive federal application process." "SECTION I The above-referenced MOU is hereby approved and the Chairman of the Board of Commissioners ... is hereby authorized to execute any and all other documents necessary." The resolution is dated November 24, 2025, under Chairman Lorenzo L. Heard.
The year's discussion. The work sessions of November 10 and 17, 2025 heard the proposal with County Attorney Alex Shalishali and Albany-Dougherty Economic Development Commission President Jana Dyke; at the December 8, 2025 work session Ms. Dyke "noted that the MOU requested that Dougherty County deed the property only", "clarified that this would be the first newly constructed Veterans facility in the state and it was contingent on state funding for the $100 million project with 136 beds with 20 jobs averaging at $55,000", and that "the building was deemed as an assisted living facility". The special called meeting of December 15, 2025 adopted it: "Commissioner Johnson moved for approval. Upon a second by Commissioner Jones, the motion for approval passed unanimously. Resolution 25-071 ..."
The second ask. At the November 2025 delegation meeting the chairman "asked the Delegation to consider funding the Veterans Transition Center (VECTOR) for Albany Technical College in the amount of $17.3 million", "a plus for the region, considering that Dougherty County was considered the hub of Southwest Georgia".
Nothing in the year read records the deed executed or the state funding won; the county's Board of Assessors and Tax & Tag pages name no further veteran practice.
