Dodge County Tax Commissioner (Jackie Smith): the county’s own House Bill 581 opt-out and its promised local flat homestead exemption for the 2026 tax bills - whose own pages print no veteran row, so the amounts rest on the State entries

The Dodge County Tax Commissioner - Jackie Smith, 5016 Courthouse Circle (478-374-2154, fax 478-374-9236, per the county's own services directory), with the Tax Assessors' office under Dale Jones at the same address - takes the applications, and the county's own record is the board's February 25, 2025 House Bill 581 opt-out: "Commissioner Flanagan made motion to opt out of HB 581 with the understanding that the Board of Commissioners will establish a local homestead exemption, as was suggested at a previous Board of Commissioners' meeting, to be put into practice effective for the 2026 tax bills and that is a flat amount, much like the state exemption"; the county's own pages print no veteran row, so the veteran amounts rest on the State entries, and the Tax Commissioner's Government Window site and the Tax Assessors' qPublic site were not read (the gaps go to docs/COUNTY-REVISIT.md).

Where it applies

Written for the jurisdictions listed here.

The county's own route. The county's services directory seats the office: "Tax Commissioner, 478-374-2154, 478-374-9236, Jackie Smith, 5016 Courthouse Circle", beside the Tax Assessors - "478-374-8122, 478-374-4791, Dale Jones, 5016 Courthouse Circle" - which take the exemption applications. No Disabled Veterans row is printed on the county's pages, so the county's own veteran amounts are the State's: the Disabled Veterans Homestead Exemption of O.C.G.A. 48-5-48 at its yearly indexed amount and the surviving-spouse exemption of 48-5-52.1 (the State entries carry both). The homestead the board chose. The board's February 25, 2025 called meeting minutes carry the opt-out: "HB 581 - Commissioner Flanagan made motion to opt out of HB 581 with the understanding that the Board of Commissioners will establish a local homestead exemption, as was suggested at a previous Board of Commissioners' meeting, to be put into practice effective for the 2026 tax bills and that is a flat amount, much like the state exemption" - after the January 21, 2025 minutes' joint work session with Eastman, Chester and Chauncey "to discuss HB 581" and the February 13 and 20, 2025 public hearings with the City of Eastman; the June 16, 2025 minutes record "House Bill 581 was reported properly, and correspondence has been received from the state indicating compliance", and the February 16, 2026 minutes record "revenues were down due to tax collections in January instead of December, as a result of delays from HB 581"; and the June 1, 2026 minutes carry the "LHOST Request - Commissioner Flanagan made a motion for the county attorney to draw up legislation for the General Assembly in order to allow for a future referendum regarding the Local Homestead Option Sales Tax (LHOST). Commissioners Greene and Jones seconded the motion ... Commissioners Greene, Jones, and Flanagan voted in favor, and the motion passed." The Tax Commissioner's Government Window site (dodgecountyga.governmentwindow.com) and the Tax Assessors' qPublic site (qpublic.net/ga/dodge) answer Cloudflare-style blocks (403) and were not read (the gaps go to docs/COUNTY-REVISIT.md).
