Delta County’s 0.10-mill Department of Veterans Affairs Millage and its Veterans Affairs Committee
Delta County's voters approved a 0.10-mill, five-year Veterans Service Office millage on November 5, 2024 with about 74 percent of the vote - about 150,000 dollars a year to fund and staff a county Department of Veterans Affairs - and the Board created a Veteran Affairs Committee of five veterans, one per district, with a commissioner liaison, bylaws amended in 2026.
Also called: millage, 0.10 mill, Veterans Services Program Millage, Veteran Affairs Committee, Veterans Advisory Council, Steve Kwarciany, Matt Jensen, ballot language, Resolution 24-09, Escanaba, Escanaba, Gladstone, Rapid River, Bark River, Ford River, Cornell, Garden, Nahma.
The millage. Delta County's Board put the question on the November 5, 2024 ballot after Veterans Service Officer Dave Dziewior's April 2, 2024 presentation on "the services provided to the 3250 Delta County Veterans and the need for more Veteran's Service Officers in Delta County" (the Board's April 2, 2024 minutes record the motion to place a ten-year millage for Veterans' Services on the November ballot; the adopted language on the resolutions index is Resolution 24-09, "VETERANS SERVICES PROGRAM MILLAGE BALLOT LANGUAGE"). The proposal that went to the voters was one-tenth of a mill for five years - "10 dollars for every 100,000 dollars of a property's taxable value", about 150,000 dollars a year - "to provide services and relief for veterans by funding and staffing a county Department of Veterans Affairs" (WZMQ's July 2, 2024 account of the ballot-language vote). "About 74% of voters said 'yes'," WZMQ reported on November 6, 2024. Dziewior: "This is the first time this county has done something like this since it was officially organized like 160 years ago ... Although this will take a little bit of time, it will get us, I think, on track for great things in the future."
The committee. Alongside the ballot-language vote the Board "unanimously passed a motion to create a Veteran Affairs Committee, which will be made up of five veterans from each district in the county. One commissioner will also serve as a liaison and non-voting member of the committee. The estimated cost of the committee, approximately $3,000, would be funded by the millage if it is passed" (WZMQ, July 2, 2024). The Board's assignments page carries "Veterans Affairs Committee - Jensen" under Human Development - Commissioner Matt Jensen the liaison - and the county directory lists Veterans Affairs Committee Chair Steve Kwarciany, who announced the November 11, 2025 Veterans Day service from the floor on November 4, 2025 (see the board's entry). The county's own ballot measure grew out of a five-year effort by the Delta County Veterans Council: "The Veterans Council has been trying to get a Veterans Affairs millage on the ballot for five years," Council Commander Steven Kwarciany told WLUC in October 2024.
The by-laws. The committee's by-laws were amended in the window: the September 1, 2026 minutes record "Veterans Affairs Committee By-Laws Amendment. Moved by Commissioner Jensen and seconded by Commissioner Johnson to defer until the first meeting in October. MOTION CARRIED," and the October 6, 2026 minutes "Veterans Affairs Committee Bylaws Amendment. Moved by Commissioner Williams seconded by Commissioner Jensen to accept the Veterans Affairs Committee Bylaws Amendment. MOTION CARRIED." The 2027 appointments list carries the committee at "Districts 1 & 2".
