Delaware County Board of Commissioners: the November 10, 2025 Thanks to Veterans, and the Form 969 that Is Not the Veterans Exemption

The Delaware County Board of Commissioners (David Poindexter chair, Jake Callihan, David Beck; Mondays 9:00 a.m., Commissioners' Public Meeting Room, 327 S. 5th St., Jay; County Clerk Barbara Barnes as secretary) carried one veteran item in the window - HR Director Vicki Cossairt's thanks to all veterans at the November 10, 2025 meeting - while the window's Form 969 claim is the manufacturing exemption's reimbursement, not the Veterans Exemption; no benefit was adopted, narrowed or repealed.

Where it applies

Written for the jurisdictions listed here.

The board. David Poindexter (District 1, Grove, 918-786-9774), Jake Callihan (District 2, Jay, 918-253-4909) and David Beck (District 3, Colcord, 918-326-4733) meet at 9:00 a.m. Mondays in the Commissioners' Public Meeting Room at 327 S. 5th St., Jay, under 25 O.S. 304.3, with County Clerk Barbara Barnes as board secretary and Commissioners' Assistant Kathy Parker at the table. The meetings index (delaware.okcounties.org/meetings, pages 1 through 11) posts 214 files - every BOCC agenda and minutes set in the November 2025 to November 2026 window; the agendas read as text, the 78 image-scan minutes sets read by OCR at 150 dpi. The window's veteran item. November 10, 2025 minutes, under the HR report: "Cossairt said the county currently has 137 employees. One reserve deputy is in the hire process. There are nine full-time and one seasonal position open in the county. The hams to be distributed to county employees will cost approximately $3,200, which is less than anticipated. Cossairt expressed thanks to all veterans." That is the year's only veteran item in any posted file: no proclamation, no Operation Green Light, and no VFW, Legion or DAV line anywhere else in the OCR'd year. The Form 969 items are NOT the veteran claim. The October 20, 2026 agenda, item 9: "APPROVAL TO EXECUTE 969 CLAIM FORM FOR LOSS OF REVENUE TO DELAWARE COUNTY AND THE SCHOOL DISTRICTS THEREIN DUE TO THE EXEMPTION OF NEW OR EXPANDED MANUFACTURING FACILITIES FOR TAX YEAR 2025." No agenda or minute names the Veterans Exemption; the Assessor posts no exemption page of her own, so the Form 998/998-C route is the Tax Commission's (the State entry). No benefit was adopted, narrowed or repealed; the record is a thank-you. The county's fee schedule carries no discharge line (the Clerk's entry).
