Recording. The Delaware County Recorder, Melissa Jordan, 145 North Union Street, Delaware (740-833-2460, fax 740-833-2459), records an original or certified DD-214 at no cost during business hours, hands back the original at once with an extra certified copy, and redacts Social Security numbers on the recorded document to protect the veteran's identity (Revised Code 317.24; see the Ohio entry on county recorders). The ID card. A veteran who records the DD-214 with the Recorder and shows two current, valid forms of identification gets a veteran identification card with photograph, service dates and the discharge's document number, so the record can be found quickly. The Recorder accepts any discharge "with any distinction except dishonorable", which matches section 317.241, and charges $1.00 for the card, where the statute would let it charge up to $2. The Recorder's list of acceptable identification runs from an Ohio driver's licence or state ID, VA identification card, military ID, passport and birth certificate to a Social Security card or a concealed-carry permit. The card proves veteran status for voting, employment, home loans, hospital services, student loans, burial benefits and store and restaurant discounts. The graves. The Recorder also keeps the county's searchable record of veterans' graves.
