District of Columbia Vehicle Registration Fee Exemption for Disabled Veterans

No annual registration fee on one non-commercial vehicle owned by a veteran VA has classified as permanently and totally disabled from a service-connected condition, whatever plate it carries. Unlike the property tax deduction, there is no separate route for unemployability that is not permanent.

Also called: D.C. Code 50-1501.03(f), registration fee exemption, total and permanent, DMV, one vehicle, non-commercial, annual registration fee.

For: Veteran or service member.

Where it applies

Written for the jurisdictions listed here.

D.C. Code 50-1501.03(f): "No annual motor vehicle registration fee shall be required for a noncommercial motor vehicle owned by any veteran who has been classified by the United States Veterans Administration as having a total and permanent disability as a result of a service incurred or aggravated condition; provided, that no more than 1 such vehicle per qualified veteran shall receive this fee exemption." Who qualifies. A veteran VA has classified as totally and permanently disabled from a service-connected condition. That covers a 100 percent schedular rating marked permanent, and individual unemployability that VA has also found permanent and total, since both produce a permanent and total finding on the benefit summary letter. Unlike the homestead deduction, there is no separate route for unemployability that VA has not made permanent. What it covers. Only the annual registration fee, on one non-commercial vehicle. The DMV's specialty tags page says "Note the 'no fee' is only applicable to annual registration fees" and that the exemption works with any tag, "DAV, Veteran, passenger, etc." Specialty plate application and display fees, title and inspection are separate. The DMV's women veteran tag section words it more broadly, saying such a veteran "shall not be charged the application fee, registration fee or renewal fee for one set of tags"; the statute exempts only the registration fee. How to claim it. Bring the VA letter showing "Total and Permanent" to a DMV service center with the registration. Subsection (g) of the section requires the application to carry a statement that the veteran meets the test.
