Where it applies

Written for the jurisdictions listed here.

Pennsylvania's County Code makes each county supply a grave marker under 16 Pa.C.S. 15513 and sets the headstone and flag duties; see the Pennsylvania entry on county burial and grave benefits. Dauphin County's flag markers come from the Veterans Affairs Office, which asks for the veteran's name, branch of service, war era, the cemetery and the requester. Care of the cemeteries themselves is county spending beyond the statute. The board of commissioners approves agreements each year on the Veterans Affairs Office's request, paid from the general fund: an agreement with Friends of Midland for the care of veterans' graves at Midland Cemetery, the historic African American cemetery near Steelton, at $920 (approved June 3, 2026), and an agreement with Saving Our Ancestors Legacy for the care and maintenance of veterans' burials at Historic Lincoln Cemetery, Harrisburg's oldest African American burial ground, at $3,132 (approved August 19, 2026). The agreements are one-time contracts for the year, so the amounts and the cemeteries served change with each budget.
