Dauphin County Recorder of Deeds: Free Discharge Recording and the Veteran ID Discount Card
The Dauphin County Recorder of Deeds records a veteran's discharge free and runs a Veteran ID Discount Card Program whose published vendor list covers roughly two dozen Harrisburg-area businesses, from 10 percent off at Advance Auto Parts to a waived home appraisal fee at Artisan Mortgage.
Also called: veteran ID, discount card, DD-214, DD214, discharge, recorder of deeds, vendor list, military discounts.
Recording. The Recorder of Deeds, James Zugay, records a veteran's discharge free; the county's benefits digest says honorable discharge certificates are recorded free at the courthouse, and the office's pages list the recording fee schedule separately from it. Under 16 Pa.C.S. Chapter 13 a recorded discharge is confidential for 85 years, released only to the veteran, immediate family, someone the veteran authorises, a court, a State or federal agency or the county director. One fee note that applies to every recording: under Act 45 of 2025 the judicial computer system fee rose by $1 on December 1, 2025. Discharges are recorded free regardless.
The Veteran ID Discount Card Program. The Recorder runs the county's veteran discount programme. Its published vendor list names about two dozen businesses and their offers, among them Advance Auto Parts (10 percent off in-store), Artisan Mortgage Company (home appraisal fee waived up to $500 at closing), Bass Pro Shops (5 percent off in-store, some items excluded), Boscov's (a 10 to 15 percent shopping pass from the courtesy desk on showing military ID) and Greystone Public House (10 percent). Vendors join through the sign-up form on the page.
The page publishes no steps for a veteran to obtain the card itself; ask the Recorder's office at 717-780-6560 or [email protected].
