Recording. In Cuyahoga County, a charter county, the Fiscal Officer keeps the recorder's records. Its fee schedule lists recording a veterans discharge, and expunging one, at no fee, as Revised Code 317.24 requires; see the Ohio entry on county recorders. The ID card. The Veterans Service Commission issues the Ohio veterans identification card at 3950 Chester Avenue, Cleveland, Monday to Thursday, 8 a.m. to 3:30 p.m. (closed 11:30 to 12:30, and on Fridays for training). It lasts ten years and proves veteran status for services and discounts; it is not a state ID or a VA health card. Where the page narrows the statute. It offers the card to "honorably discharged veterans" and asks for three documents: the DD-214, two of a driver's licence, state ID, military ID, passport or other government ID, and one of a birth certificate, Social Security card, employment ID, expired military ID, library card, checking account or utility bill. Section 317.241 asks for two forms of identification, one with a photograph, and refuses the card only where the discharge is dishonorable, so a veteran with a general or other-than-honorable discharge is eligible under the statute. The statute also requires the discharge to have been recorded with the county, which the page does not mention; record it at the Fiscal Office first.
