Where it applies

Written for the jurisdictions listed here.

Cumberland County's Veterans Affairs page says the county issues certified copies of marriage and divorce records at no cost to disabled wartime veterans or members of the armed forces. Marriage records are kept by the Register of Wills and Clerk of the Orphans' Court. The State law. 51 Pa.C.S. 9201 requires the proper county officer to furnish free a certified copy of a death, birth or marriage certificate or a divorce decree for a disabled war veteran, a member of the armed forces, their reserve components or the National Guard, or a dependent of any of them, for use in a claim for death benefits, compensation, or a family or dependency allotment. A divorce certificate issues free only if the divorce costs were fully paid. So a dependent filing a VA claim qualifies too; say what the copy is for when asking.
