For: Veteran or service member, survivor.

Where it applies

Written for the jurisdictions listed here.

The State requires every register of deeds to record discharges and give certified copies free; see the North Carolina entry. The Cumberland County Register of Deeds says discharges "are recorded without a fee and certified copies are provided without charge to authorized persons", kept in a separate set of books and index under G.S. 47-113.2. Who may ask. Its list is the veteran, with an unexpired photo ID; an agent authorised in writing by the veteran, by the widow or widower in a notarised authorisation, by a court or by the executor; agents of the State veterans agency, VA or the Department of Defense; a court official helping with a benefit; and the State Archives. Anyone else is sent to Cumberland County Veterans Services at 301 E. Russell Street (910-677-2970). Where the page is narrower than the statute. G.S. 47-113.2(b)(1)a names "the subject of the document or the subject's widow or widower" together, so a widow or widower may ask in person without appointing an agent. The page lists the widow or widower only as someone who can authorise an agent. It also still names the "Division of Veterans Affairs", now the Department of Military and Veterans Affairs.
