The State framework is in the Arkansas entry on veterans treatment courts. The First Judicial Circuit's administrative order for 2024, the plan the Judiciary posts as the circuit's current one: "The First Judicial District Veteran's Court began operation in November, 2021. Court sessions are conducted on a monthly basis in Phillips County, Arkansas. The program is open to defendants who are eligible and are recommended as veterans of the Armed Forces of the United States. Individuals who are residents of the first judicial circuit are eligible to participate under certain conditions." Judge Chalk S. Mitchell (Division 4) conducts it. What it is. A "voluntary, fourteen-month, pre-adjudicated, multi-phase" program "for veterans who have pled guilty to a criminal charge (s) due to an underlying, untreated substance use disorder", with behavioural health treatment and intensive community supervision. The team is the circuit judge, the VA Veterans Justice Outreach coordinator, a deputy prosecutor, a deputy public defender, probation officers, private health care providers and a veteran mentor coordinator; treatment is provided by a contract agency through VA. The plan names no discharge test and no disability rating. How to ask. The plan names no coordinator or phone. A defendant's attorney asks the prosecutor and the court about referral; the Circuit Clerk of the county where the case is filed (Cross: Rhonda Sullivan, (870) 238-5720; Lee: Millie Hill, (870) 295-7710; Monroe: Alice Smith, (870) 747-3615; Woodruff: Lori Grisham, (870) 347-2391) can say when the court sits. The Judiciary's 2022 veterans treatment court map shades Phillips only, and the order is the one for 2024, so ask whether the court still sits as it describes.
