Comal Appraisal District: Disabled Veteran and Surviving Spouse Exemptions

The Comal Appraisal District takes the State's disabled veteran exemptions on paper or by email while its online forms portal is down. Its exemptions page describes the line-of-duty spouse exemption as for a member "killed in action", leaves out the section 11.136 spouse exemption, and in one answer gives a 100% disabled veteran two years to file late where section 11.439 allows five.

Also called: property tax, appraisal district, CAD, 11.131, 11.22, 11.133, 11.136, 11.439, homestead, form 50-114, form 50-135, surviving spouse, New Braunfels.

For: Veteran or service member, child, survivor.

Where it applies

Written for the jurisdictions listed here.

The exemptions are the State's; the Texas entries explain them. The Comal Appraisal District grants them for property in Comal County; forms go in person or by email to [email protected] while the online forms portal is replaced (830-625-8597, option 1). What the page gets right. The 100% disabled veteran homestead (section 11.131) on form 50-114 with a current VA letter showing 100% compensation and a rating of 100% or individual unemployability, with a surviving spouse able to continue it; the partial exemption under section 11.22 on form 50-135, from $5,000 at 10% to $12,000 at 70% and over, on any one property, with the full $12,000 at 65 or with blindness or loss of use of a limb; the donated-homestead exemption by rating; and that a disabled veteran can file up to five years late. What it narrows or leaves out. - The line-of-duty spouse. The page says the total exemption is for "a surviving spouse of a member of the U.S. armed services killed in action". Section 11.133 covers a member "killed or fatally injured in the line of duty", in combat or not. - PACT Act deaths. The page does not mention section 11.136, in force from the 2026 tax year, which exempts the homestead of the surviving spouse of a veteran who died of a condition the PACT Act presumes service-connected, whatever the veteran's rating; the Comptroller's current form 50-114 has a box for it. - Late filing. Its answer to "Can I apply for previous years?" says up to two years after delinquency for the residence homestead and the 100% disabled veteran exemptions. Section 11.439 requires the chief appraiser to accept a disabled veteran's application under section 11.131 up to five years after the delinquency date, as the same page's late-filing list says. The driver's licence address must match the homestead, except for active duty members and spouses, who can attach a military ID and a utility bill instead.
