In the City of Colonial Heights the Commissioner of the Revenue, Danny Bowles - elected in November 2025 and in office since January 1, 2026 - at 201 James Avenue (804-520-9280, [email protected]), takes the statewide disabled-veteran real estate exemption; the office lists "Veterans and Veteran Spouses" among the real estate tax relief and exemptions it administers. The Commissioner does not assess real estate in the city - that is the City Real Estate Assessor's office - but the exemption is filed with the Commissioner. The application. The city's "Veteran Tax Exemption Questionnaire" (re-published by the city after the sweep; the earlier file was a scan that would not extract) is a single form for both the real estate and the vehicle exemption, addressed to the Commissioner of the Revenue, 201 James Avenue, P.O. Box 3401, Colonial Heights, VA 23834 (804-520-9280, fax 804-520-9250). It asks for the name (Veteran/Applicant/Owner) and phone, the name (Spouse) and phone, the primary residence address and any different mailing address; "IS THIS PROPERTY OCCUPIED AS THE PRINCIPAL RESIDENCE BY THE QUALIFYING VETERAN OR WIDOW/WIDOWER? Yes / No"; the "Vehicle Requested to be Exempt", which "Must Be Owned or Co-Owned by the Veteran on January 1st of Current Tax Year"; and an affirmation that "I am not receiving this exemption in any other locality in Virginia or in any other state", with signature lines for the applicant/owner/veteran and spouse and date. The office-use block carries the owner of record, parcel number, a "Qualifies?" box with "Veteran 100% Service Connected Permanent" as the qualifying status, vehicle year and make, the real estate and vehicle assessed values, and the exemption amounts for each. The form asks no income or financial-worth questions, matching the statewide exemption. The city's elderly and disabled relief under City Code 258-16 is a separate program described in the disability tax relief entry. The 2026-2027 real estate rate is $1.20 per $100, unchanged since 2017 and re-fixed by Ordinance 26-9 adopted on the second reading June 9, 2026; the April 21, 2026 public hearing noted the rate held level through a reassessment. Real estate tax bills are due May 15 and November 15. A veteran who is permanently and totally disabled but does not meet this VA test can use the city's 258-16 relief instead.
