Where it applies

Written for the jurisdictions listed here.

The court. The Office of State Courts Administrator's veterans treatment court map (June 2025) shades the 19th Circuit, which is Cole County alone. The circuit runs its treatment courts through a Treatment Court Division; the Local Court Rules list Judge Cotton Walker, Circuit Judge, Division III, for that division. The county site's Treatment Courts page gives the office: 301 East High Street, Room 400, Jefferson City, open 8 to 4:30 weekdays; Michael Princivalli, 573-761-4310, [email protected]. The program is the State's under Mo. Rev. Stat. 478.001; the Missouri entry on veterans treatment courts explains it. How a case gets there. Local Rule 67.13: "When a defendant is considered for treatment court, a referral form shall be completed by the defendant, his counsel or officer of the court and the referral form shall be submitted to the division where the charge(s) are pending." The case must be bound over to a circuit division, which becomes the referring court; the treatment court administrator reviews eligibility. If the defendant is eligible, the referring division "shall take the plea, place the defendant on supervised probation with participation and successful completion of a treatment court program as a specific condition of probation", and the case moves to the treatment court division; a defendant who fails goes back to the referring division for disposition. What is not published. Neither the county nor the circuit publishes the veterans program's own eligibility rules, team or schedule; the Treatment Court office (573-761-4310) or a defence lawyer is the route.
