Cobb County Superior Court's Veterans Accountability and Treatment Court, a veterans court division under Code section 15-1-17 (see the Georgia entry), began on June 13, 2014. Judge Robert D. Leonard presides. It diverts eligible veterans charged with felonies who have substance dependency or mental illness into a judicially supervised treatment plan; VA provides the alcohol and drug treatment, with Highland Rivers for some participants. By its May 15, 2026 graduation, 75 people had completed it. Who can enter. The court's page: "Must have served in the United States Military. All discharge statuses are accepted. Must live in Cobb County or be willing to relocate to Cobb County." The statute bars defendants charged with murder, armed robbery, rape and the other offences it lists. How it runs. The participant handbook of April 27, 2026 sets five phases of at least 2, 4, 5, 6 and 1 months, 18 to 24 months in all, with drug screens at least twice a week, weekly court on Tuesdays in the first two phases and less often later, curfews, three support group meetings a week, 32 hours a week of work or approved school or service, and weekly meetings with a veteran mentor. Graduation needs 120 days sober and 120 days without a jail sanction. The handbook calls dismissal of the felony charge or probation violation "the most powerful incentive"; for others completion assures a sentence without incarceration. Fees. $25 a week, paid at the Clerk of Superior Court, 70 Haynes Street, with the fee card, by cash, money order or cashier's check, and paid off before graduation. A participant facing hardship can apply to the case manager for a time-limited fee waiver with a detailed budget. Help. The court's nonprofit Bravo Victor Fund pays emergency costs such as rent, utilities and travel for participants starting the programme. How to apply. An attorney or the veteran can apply online or on the referral forms on the court's page. The Veterans Treatment Court coordinator is Katelyn Parker, 770-528-7988, [email protected]; the District Attorney's Director of Accountability Courts is at 770-528-3080.
