The office. The county's Veterans Assistance Commission page: "Welcome to the Veterans Assistance Commission of Clinton County. Superintendent: Colbey Voss. Contact [email protected]; office 618-594-0101, cell 618-322-0302, fax 618-594-0198. The page posts a Financial Aid Application, the service policies, a Veteran Intake Packet and the commission's report to the Governor.
The commission. The Governor's report (December 9, 2025): the commission "was officially established on April 23, 2025 when the by-laws were adopted and signed"; Superintendent Voss began work on September 1, 2025, and from September through November 2025 completed 35 forms, gave 46 benefit consultations and assisted 61 clients, with no financial aid yet paid. Its delegates come from the county's American Legion posts, VFW Post 3523 Carlyle and Vietnam Veterans of America Chapter 269, and it meets in the County Board Room. The County Board's October 19, 2026 agenda carried the "Letter of Resignation and Payout Request for Veterans Assistance Superintendent Colbey Voss", and the commission's October 20, 2026 special meeting agenda names Rachele Smith acting superintendent and an executive session to review resumes for the post, so ask who is seeing veterans now.
Financial assistance. The Service Policies (revised October 2025): "All of our services are free of charge." Assistance "is temporary", under 330 ILCS 45, for veterans with an honorable or general (under honorable conditions) discharge "with no indication of misconduct" and at least one day of active duty other than training, their surviving spouses and dependent children, after 90 days' residence in Clinton County. Household income must be under 130% of the federal poverty line unless the superintendent finds an emergency (once only). It is "limited to one (1) occurrence within a twelve (12) month rolling period, not to exceed a total disbursement of $10,000", never paid in cash: current rent or mortgage up to the county's average HUD fair market rent (no deposits), the latest month of electric, gas, water and sewer bills (no deposits or reconnection fees), and vendor vouchers for food, hygiene and household necessities at the SNAP maximum for the household. Bring the DD-214 (member 4 copy), photo ID, marriage licence, children's birth certificates, the lease or mortgage statement, a utility bill from the last 30 days, two months of statements for every bank account and proof of the whole household's income; an undisclosed account or income bars help for a year. The commission does not offer transportation. A denial may be appealed in writing to the commission's Executive Board within 30 days.
