Cleveland County Clerk: Free DD-214 Filing

The Cleveland County Clerk records military discharge records with its real estate and lien records. State law makes filing and certified copies free and keeps a recorded DD-214 out of public view, though the Clerk's page says all its records are open under the Open Records Act.

Also called: DD-214, DD214, County Clerk, discharge papers, certified copy, 19 O.S. 270, 72 O.S. 22, grandchild, Norman.

For: Veteran or service member, survivor.

Where it applies

Written for the jurisdictions listed here.

The rules are the State's; see the Oklahoma entry on DD-214 confidentiality. The Cleveland County Clerk, on the second floor (2-West) of the Courthouse Office Building, 201 S. Jones Avenue, Norman, Monday to Friday 8 a.m. to 5 p.m., records "military discharge records" along with deeds, mortgages, liens and judgments. Free. 72 O.S. 22 requires the clerk to record a discharge without charge and to furnish certified copies without charge. The Clerk's fee schedules list no charge for discharges. Not public. The Clerk's page says the office records military discharge records and that "All records are open to the public under the State's Open Records Act". 19 O.S. 270 is the exception: the clerk must keep every DD-214 separate from public records and let only the veteran, the spouse or a child, a court-appointed guardian or attorney in fact, the executor, a VA representative, a funeral director with a signed contract, or someone with a court order see or copy it. Senate Bill 2026 adds grandchildren and widens the section to all military discharge papers from November 1, 2026. A veteran recording a discharge can ask the Clerk to confirm it will be kept apart.
