Recording. The Clermont County Recorder, 101 East Main Street, Batavia (513-732-7236, fax 513-732-7891), records a DD-214 at no cost, copies and indexes it and returns the original. A recorded discharge is not a public record for 75 years: only the veteran, a county veterans service officer, the veteran's agent, a court-authorized person, or after death the executor, heir or funeral director gets an unredacted copy; anyone else gets one redacted to name, rank, dates and type of discharge (Revised Code 317.24; see the Ohio entry). Requests for copies are taken in person with identification, on the office's form. The office warns veterans against companies that charge for these free services. The ID card. The Recorder issues veteran identification cards free, with proper documentation, alongside the recorded discharge. Its announcement describes the card for "all honorably discharged veterans", where section 317.241 refuses the card only for a dishonorable discharge, so a veteran with a general or other than honorable discharge is eligible and should cite the section.
