The Fourth Judicial Circuit's Clay County Veterans Treatment Court, held every other Thursday in Green Cove Springs since 2013, is a court-supervised treatment programme of at least a year, in five phases, for current and former members with a service-related condition and a qualifying charge. Also called: veterans court, veterans treatment court, VTC, 394.47891, Fourth Judicial Circuit, Green Cove Springs, problem-solving court, battle buddy, mentor.
The Fourth Judicial Circuit runs veterans treatment courts in Duval, Clay and Nassau Counties under section 394.47891 of the Florida Statutes; see the Florida entry. Clay County's began in 2013. It sits every other Thursday at 9 a.m. in Courtroom 12 of the Clay County Courthouse, 825 North Orange Avenue, Green Cove Springs, with Judge Gary L. Wilkinson presiding, and its proceedings are confidential.
Who. The participant handbook (updated March 2026) takes people with qualifying charges who are serving or have served, who have a service-related mental health condition, traumatic brain injury, substance use disorder or psychological problem, or have experienced military sexual trauma, with "an existing nexus between the offense or diagnoses and their military service". That is the statute's test; a service-related diagnosis is enough. The handbook sets no discharge test, and the statute leaves dishonorable discharges to the chief judge and state attorney.
The programme. Voluntary, with 14 days to withdraw after signing the participation agreement, then at least a year in five phases: treatment, drug and alcohol testing, frequent status hearings, a volunteer veteran mentor, help reaching VA health care through VA's Veterans Justice Outreach coordinator, and referrals for education, jobs and transitional housing. Felony participants are supervised by the Department of Corrections.
Fees. A $480 programme fee, paid by phase ($30 to the Clerk, then $90, $90, $120 and $150 to Clay Behavioral), a $50 Public Defender application fee if represented by the Public Defender, a $50 State Attorney's fee for pretrial participants, and any probation or drug testing costs. The handbook says inability to pay never stops advancement or graduation: verified inability converts the programme fees to community service at $10 an hour.
