Clark County Recorder: Free Discharge Recording

The statute requires the Recorder to record a discharge free and would let it charge up to $2 for the Ohio veterans ID card; Clark County's Recorder publishes neither a fee schedule nor a veteran card page - its site is a records-search portal - so a veteran asks the office directly.

Also called: DD-214, DD214, county recorder, veteran ID card, veterans identification card, discharge, Bonnie Sakaitis, recording.

For: Veteran or service member, survivor.

Where it applies

Written for the jurisdictions listed here.

Recording. Revised Code 317.24 requires every county recorder to record an honorable discharge (or an other-than-honorable one, marked as such) without charge, return the original at once with one certified copy, and keep it out of the public records; see the Ohio entry on county recorders. The Clark County Recorder's office, in the A.B. Graham Building at 31 North Limestone Street, Springfield (937-521-1705, fax 937-328-4620), is where a veteran takes the DD-214. Bonnie Sakaitis is acting recorder. The card. Section 317.241 lets a recorder issue the Ohio veterans identification card to a veteran whose recorded discharge is not dishonorable, on two forms of identification (one with a photograph), for a fee of up to $2. The Clark County Recorder publishes no veteran ID card page and no fee schedule at all: its web presence on the county site is a Landmark records-search portal (grantor and grantee search with full-text OCR), so a veteran should call the office and ask what it charges - nothing is required by the statute beyond the two identifications and the recorded discharge.
