Where it applies

Written for the jurisdictions listed here.

The Veterans Relief Fund is Clallam County's programme under chapter 73.08 RCW (see the Washington entry on county veterans' assistance funds), run under Administrative Policy 950, Veterans' Assistance. "The Northwest Veterans Resource Center (NWVRC) is the home of the Clallam County Veterans Relief Fund, a program that provides emergency assistance to qualified veterans and their families." Who. A general under honourable or honourable discharge; a veteran as defined in RCW 73.08.005; household income under 150% of the federal poverty guidelines; twelve months' residence in Washington; and current residence in Clallam County. Since chapter 146, Laws of 2024, RCW 73.08.005 defines a veteran by a qualifying discharge under RCW 73.04.005: honorable, general under honorable conditions, other than honorable with VA documentation of monetary benefits, or any characterization where the discharge was solely for sexual orientation, gender identity or gender expression. The county's list stops at general, so a veteran whose other than honorable discharge VA accepts for monetary benefits should cite the statute; and the twelve-month Washington rule is the county's own, since chapter 73.08 RCW sets no period of residence. Policy 950 adds documentation rules (discharge, residence, dependants, income, a work search for unemployed veterans) and a zero-tolerance rule for abuse of staff. What it pays. Policy 950 section 6.2: "Food, shelter, limited emergency medical care, necessary utilities, limited transportation, mental health evaluations to ensure the safety of a veteran, and burial assistance, in accordance with RCW 73.08.070. Other reasonable emergent needs may be considered on a case-by-case basis." Section 6.3: "The maximum financial benefit for emergency assistance for an indigent veteran or family member will not exceed $1,800 during a 12-month period", with exceptions up to 20% more on three signatures of the Clallam County Veterans Association; burial and cremation do not count against the limit. Requests are approved by three designated signers of the Veterans Association and then by the commissioners; warrants are handed out at the Veterans' Center. If money runs short the coordinator may triage, putting health and safety, food, rent and utilities first. Claims help. "Veteran Service Officers are available on a walk-in basis" for VA disability, survivors' benefits, death benefits, DD-214 copies and medical records: Port Angeles, Monday to Thursday, 9 a.m. to 3 p.m., at 216 S Francis Street; and a WDVA service officer at the Forks American Legion, 651 E Division Street, Mondays 10 a.m. to 2 p.m. The centre also offers a one-day bus pass and referrals for housing, employment, education and telemental health. Levi Douglas, Veterans Program Coordinator, and Christopher Osuna-Pertchert, accredited WDVA County Service Officer: 360-797-1791.
