Chelsea Veterans’ Property Tax Exemptions (Clauses 22 to 22F)

Chelsea’s Assessing Department administers the statutory exemptions and prints no veteran amounts of its own, so this entry gives the statute’s; its Veterans’ Services Division is the city’s own chapter 115 administrator under Health & Human Services, Francisco Toro the Veterans Agent, and the city’s Veterans Tax Work-Off Program abates up to $1,500 a year at $15.00 an hour.

Also called: property tax, clause 22, 22E, veterans exemption, assessors, Chelsea.

For: Veteran or service member, spouse, survivor.

Written for the jurisdictions listed here.

The City of Chelsea grants the veterans’ exemptions of G.L. c. 59, s. 5, clauses 22 to 22F, through its board of assessors. The statute sets them as dollars off the tax bill, $400 under clause 22, $750, $1,250 and $1,500 under 22A to 22C and $1,000 under 22E, and exempts the whole domicile under 22D and 22F; a city can add to them only by accepting a local option, clause 22I, clause 22J or section 5C½. Every figure on this entry carries its source and the day it was read. www.chelseama.gov serves a Cloudflare challenge whose checkbox loops back after every click, to curl and to the automated browser alike, so its pages were read through the Internet Archive’s captures. The Assessing Department’s page, newest captured February 17, 2026, names Jim Sullivan, MAA, the Chief Assessor, Andrew Martel, MAA, the Assistant Assessor, Emily Arroyo the Office Manager and Craig MacEachern the Data Manager, at Chelsea City Hall, Room 211, 500 Broadway (617-466-4010, fax 617-466-4019), and says the department "administers motor vehicle excise tax, residential exemptions, and statutory exemptions according to Massachusetts Law": no amount of the town’s own for the veterans’ clauses, so the figures here are the statute’s. Its fiscal 2026 rates are $11.48 residential and $23.79 commercial per thousand, with a residential exemption of $3,203.68, and its statutory-exemption FAQ says applications are mailed in July or August and must be refiled every year. The Veteran Services page under Health & Human Services, newest captured December 8, 2025, names Francisco Toro the Veterans Agent (617-466-4250) and Juan Morales the Assistant Veterans Agent (617-543-9545), at Chelsea City Hall, Room 100, 500 Broadway - the office the EOVS directory’s September 7, 2026 row lists on the Chelsea row ([email protected]), and on a "Chelsea V.H." row at the same room and number - and describes an active caseload of about 35 recipients plus the Food Pantry for Veterans and the Veterans’ Relief Fund. The city’s Senior and Veterans Tax Work-Off Programs page, updated January 2026 and captured February 28, 2026, abates up to $1,500 per fiscal year for veterans who own and occupy their Chelsea home, hours reimbursed at $15.00 an hour, applications through Human Resources at 500 Broadway, Room 301 (617-466-4174) - the section 5N work-off it is, though the page names neither section. Chapter 115 benefits, the Commonwealth’s needs-based help with rent, food, fuel and medical costs, are applied for through Chelsea Veterans’ Services Division: Francisco Toro, Veterans Agent. Their amounts are set by the Commonwealth and are the same in every city and town; the statewide chapter 115 entry describes them.

A VA rating, a decoration, or a surviving relativeClause 22 reaches a veteran rated 10 percent or more, a Purple Heart recipient, a Gold Star parent and the spouse or unmarried surviving spouse; 22A to 22E turn on named losses, decorations, a 100 percent rating or specially adapted housing. The rating filter does not hide this entry, because several routes need no rating.

Figures

Each figure is dated with the day it was read. A local figure moves whenever the statute or the local ordinance does, so confirm it with the office that grants it before you rely on it. Statute verified gives the day the weekly section check last found the statute standing on the legislature’s own code site; a figure without it rests on a statute the check does not read yet.
