Mo. Rev. Stat. 59.480 makes the recording of a discharge free and limits who may see or copy it; see the Missouri entry. The Recorder's Military Records page: "Effective August 28, 2003: Military Discharge Papers are regulated pursuant to RSMo 59.480 requiring these records is placed in a restricted and confidential category under the authority of the county Recorder of Deeds. All requests must comply with these regulations. There is no fee for the request form and/or copies the form." It sets out the Recorders Association of Missouri's rules for the request: the requester completes sections 1 to 4 and signs before a notary, names the veteran and gives a date of birth, Social Security number or branch and dates of service, and the Recorder verifies or rejects it. The Duties page says the office keeps an index to military discharges in the county, and "These records are closed and may only be obtained by authorized parties."
