What it pays. The office's page: "Through the first grant, the county offers financial assistance to eligible veterans and surviving spouses who reside in Cass County. To qualify, veterans must have received an Honorable or General discharge and have a total household income of less than $64,500 per year. Assistance may be provided for mortgage payments, rent, and approved utility expenses." The second, Housing for Texas Heroes, "provides accessibility modifications and critical safety repairs for eligible veterans and surviving spouses who meet specific program requirements." Both are Texas Veterans Commission grants (see the Texas entry for the Fund for Veterans' Assistance).
The money. The FY2027 budget carries the assistance grant as fund 88, "AVSO Asst Grant": $400,000 of grant revenue (FY2026 $350,000; FY2025 actual $277,571.53), spent as $105,000 for veterans' utilities, $110,000 for mortgage payments, $91,000 for rent, and $45,000 of wages with their costs. FY2025's actual payments were $86,335.78 of utilities, $75,696.10 of mortgage payments and $45,753.11 of rent. The Housing for Texas Heroes grant is fund 49, "AVSO HTX Grant" (grant HTX25-H-013): $400,000, of which $300,000 is a home project line ($270,842.29 spent in FY2026 by the worksheet).
What the office reported. On October 28, 2025, four months into the grant cycle, "81 families have obtained assistance totaling $98,000 and 6 home projects have been completed"; on March 10, 2026, "$170,000 in assistance to veterans and 102 houses have received repairs," with the programme featured on the State's website. In May 2026 Foster went to Austin with Marion County Judge LeFleur and a Bowie County commissioner to ask for more funding, with a letter of support from State Representative Cole Hefner.
Beyond Cass County. On July 28, 2026 the Court approved the resolutions for the FY2027 financial assistance and Housing for Texas Heroes grants "with the stipulation that the other counties who will benefit from grant funds will either pay Cass County for mileage of the VSO officers if they travel to those counties for services, or those receiving services will come to the VSO office here." The minutes do not name those counties; the page itself speaks only of Cass County residents.
