The office. The Cass County Veterans' Service Office is in Room 102 on the lower floor of the courthouse, at 4th and Main Streets, Plattsmouth (mail: 346 Main Street, Rm. 102, Plattsmouth, NE 68048), phone 402-296-9368, fax 402-296-9369, open 8:00 a.m. to 4:30 p.m.: walk-in only on Mondays and Fridays, by appointment on Tuesdays, Wednesdays and Thursdays. The State's directory (updated October 26, 2026) lists Veteran Service Officer Travis Royster and admin assistant Jacie Victor. The Board appointed William Travis Royster Veteran Service Officer effective March 24, 2026 (4-0), after naming Aaron Moore to the post for 2026-2027 at its January 13, 2026 reorganization. The office's mission: being sensitive and helpful to veterans and dependents in their time of need, counselling them, and initiating and completing claims to the VA Regional Office and the Nebraska Department of Veterans' Affairs; the officer serves under the Veterans' Service Committee the Board appoints. Late vehicle tax exemption requests. Since January 1, 2026 a disabled veteran may have the motor vehicle tax and fee on one vehicle exempted (LB650; see the Nebraska entry), but the request must come within 30 days of purchase or before the end of the renewal month. Cass County's Board has taken up the requests that miss the window: Mr. Royster briefed it with Cindy Fenton on July 14, 2026 and the chairman asked them to research the question with the County Attorneys, he presented draft appeal guidelines on July 28 for the Treasurer to send to the State for review, on September 22 the Board voted 5-0 "to allow disabled veteran motor vehicle tax and fee exemption appeals", and on October 6 it approved the first four appeals as presented. A Cass County veteran who missed the deadline can ask the office about an appeal. The Clerk files a veteran's DD-214 (see the Nebraska entry on the confidential Discharge Record). Cass County is in the Second Judicial District, whose veterans treatment court sits in Papillion (see that entry).
