Where it applies

Written for the jurisdictions listed here.

Cass County sits in the East Central Judicial District, whose Veterans Treatment Court is one of the two veterans treatment courts the Supreme Court's program page carries for North Dakota. The district's admission application directs completed forms to "Abigail Ruch, Veterans Treatment Court Coordinator, 211 9 St. S Fargo, ND 58103", email [email protected] - the district courthouse address in Fargo. Eligibility under the state program description: a current or former member of the armed forces, including the Guard and Reserves, who is eligible for VA benefits if a former service member; living in the court's jurisdiction or a judge-approved county; in need of treatment for mental health or substance use; without other charges or holds that would interfere; and amenable to the program's rules and sanctions. Active duty members may participate if their command can keep them reasonably available. The county's own connection. The Cass County Veteran Services pages carry a veterans treatment court section that says "Cass County Veteran Services Representative Tony Baker is a Veterans Treatment Court Mentor", with a contact form for reaching him, and the commission's payment registers show the county reimbursing Baker's veterans treatment court travel, including trips to Grand Forks, through 2026. A veteran facing charges in Cass County can ask through the county's form or the coordinator. A defendant charged in a neighbouring county of the district can ask about the same program; eligibility is residence in the jurisdiction or judge-approved counties, not the charging county alone. There is no right to participate - the court decides - and the state page carries no statutory exclusion list, so eligibility is decided case by case on the criteria above.
