Where it applies

Written for the jurisdictions listed here.

The exclusion is the State's (Minnesota Statutes 273.13, subdivision 34; see the Minnesota entry for its terms, including that it replaces the general homestead exclusion). What the Assessor's page says. "In 2008, the Minnesota Legislature enacted a market value exclusion for honorably discharged veterans with service-connected disabilities. This is not a property tax exemption, and it is not a tax forgiveness program." Two levels: "Market Value Exclusion up to $150,000 on homestead property for: veterans with 70% to 100% service-connected disability", and up to $300,000 for "veterans with total (100%) and permanent service-connected disability or with permanent individual unemployability", surviving spouses of permanently and totally disabled veterans, surviving spouses receiving DIC, and surviving spouses of service members who die in active service. There are three applications: the veteran's, the primary family caregiver's, and the surviving spouse's. How. Attach "a letter from the Veteran's Administration, confirming both honorable discharge and disability status". "Applications must be made by December 31st to qualify for the exclusion on the current year's market value for taxes payable next year", and the owner must own and occupy by December 31. The property must first be homesteaded; on farm property only the house, garage and one surrounding acre qualify; relative homesteads do not. Reapplying. The page says both that "Veterans with a disability rating of 70 percent or higher may need to reapply annually" and that a veteran "do[es] not need to reapply after the initial approval, so long as you are registered with the Carver County Veterans Office, and they are able to verify your status". Registering with Veteran Services (952-442-2323) is the way to avoid a yearly filing. Tell the Assessor of a change in disability status or the veteran's death.
