32nd Judicial Circuit Veterans Treatment Court (Cape Girardeau, Perry and Bollinger Counties)
Cape Girardeau, Perry and Bollinger counties make up the 32nd Judicial Circuit, which the Office of State Courts Administrator's veterans treatment court map (June 2025, and the January 2024 version before it) shows running a Veterans Treatment Court Program for all three; no county and nothing the circuit publishes names its judge, rules or contact, so ask a defence lawyer or the Circuit Clerk in Jackson, Perryville or Marble Hill.
Also called: veterans treatment court, VTC, treatment court, 32nd Judicial Circuit, 478.001, Circuit Clerk, Ashley Schuessler, Jackson, Cape Girardeau, Delta, Gordonville, Oak Ridge, Whitewater, Allenville, Dutchtown, Old Appleton, Perry, Perryville, Jennifer Hotop, 573-547-6581, Bollinger, Marble Hill, 573-238-1900.
What is published. The Office of State Courts Administrator's map of veterans treatment courts, updated June 2025, shades the 32nd Judicial Circuit's three counties, Cape Girardeau, Perry and Bollinger, as running a "Veterans Treatment Court Program". In its words: "Veterans Treatment Court focuses on addressing the substance use disorders, co-occurring disorders, or mental health disorders of defendants charged with a criminal offense who are military veterans or current military personnel." Missouri treatment courts sit under Revised Statutes 478.001 and the circuit's own rules.
What is not. Neither the county's site nor anything the circuit publishes names the court's judge, coordinator, schedule or eligibility rules. A veteran facing charges should ask a defence lawyer to raise it early, or ask the Cape Girardeau County Circuit Clerk, Ashley Schuessler, Cape Girardeau County Courthouse, 203 North High Street, Suite 129, Jackson (criminal divisions 573-243-1755; misdemeanors 573-243-8446).
Perry County. The map shades Perry in the 32nd Circuit, in the January 2024 version (read through the Internet Archive) as in June 2025; this widening rests on the map, since no page or order of the circuit's own naming the veterans docket could be read. Perry's Circuit Court page says the circuit judges travel from Cape Girardeau County to Perryville for circuit cases and names no treatment docket. The circuit's adult treatment court began giving Perry County participants local services in February 2023, so they no longer had to travel to Cape Girardeau weekly (Perryville Republic Monitor, March 17, 2023, which named the circuit's Treatment Court Administrator, Taylor Wichert, 573-204-2961; the contact may have changed); the article does not mention a veteran track. Perry's Commission minutes of January 2025 to October 22, 2026 carry no veterans court item. A Perry County veteran facing charges should ask a defence lawyer to raise the veterans docket early, or ask the Perry County Circuit Clerk, Jennifer Hotop, 400 West St. Joseph Street, Suite 4, Perryville (573-547-6581).
Bollinger County. Bollinger is the 32nd Circuit's third county, shaded with Cape Girardeau and Perry on the June 2025 map and on the January 2024 version (rendered from the Internet Archive's copy and checked again for this widening), so the circuit's veterans court is Bollinger's too. This widening rests on the map and the circuit's makeup: no page or order of the circuit's own naming the veterans docket could be read, and Bollinger County has no county website (the Missouri Association of Counties lists none, and the Southeast Missouri Regional Planning Commission's directory gives only the courthouse address and phone), so no minutes or budget could show the docket either. A Bollinger County veteran facing charges should ask a defence lawyer to raise the veterans docket early, or call the Bollinger County Circuit Clerk, 106 Railroad Street, P.O. Box 123, Marble Hill (573-238-1900, ext. 6).
