Cabarrus County Tax Administration: Disabled Veteran Exclusion

How Cabarrus County runs the State's $45,000 disabled veteran homestead exclusion: an application between January 1 and June 1, with the VA's certification, to the Tax Office in Concord. The tax page gives the rating and adapted housing routes but not a surviving spouse's route through a service-connected death; the veterans office's page adds an honorable discharge test.

Also called: property tax, homestead exclusion, disabled veteran exclusion, 105-277.1C, AV-9, NCDVA-9, $45,000, June 1, surviving spouse, Concord.

For: Veteran or service member, survivor.

Where it applies

Written for the jurisdictions listed here.

The exclusion is the State's, under G.S. 105-277.1C; see the North Carolina entry. Cabarrus County Tax Administration takes applications from January 1 to June 1 at P.O. Box 707, Concord NC 28026, or the Governmental Center, 65 Church Street S, Concord. What the tax page says. The first $45,000 of value of the permanent residence is excluded for an owner who, on January 1, has a 100% permanent and total service-connected disability or receives benefits for specially adapted housing under 38 U.S.C. 2101; unmarried surviving spouses of disabled veterans also qualify. The owner must be a Cabarrus County resident and the home the permanent residence. What the veterans office's page says. It repeats the 100% permanent and total test and adds that the home must be owned and occupied by "an honorably discharged disabled veteran"; it links the State's application and asks for a copy of "certification from the VA stating eligibility", the State's form NCDVA-9. Where both are narrower than the statute. A discharge under honorable conditions qualifies as well as an honorable one. An unremarried surviving spouse also qualifies where VA has certified that the veteran's death was service-connected, with no rating needed in life. And the statute asks only that the owner be a North Carolina resident.

Thresholds

Thresholds for Cabarrus County Tax Administration: Disabled Veteran Exclusion
GateRule
Permanent and total service-connected disabilityThe rating path is VA's certification of a total and permanent service-connected disability. A section 2101 adapted housing grant qualifies instead, and an unremarried surviving spouse qualifies on the veteran's routes or a service-connected death; the rating filter cannot test those.
Discharge honorable or under honorable conditionsThe statute takes honorable or under honorable conditions; the veterans office page says "honorably discharged".
