Where it applies

Written for the jurisdictions listed here.

The Butler County Veterans Service Commission started a dental programme with Primary Health Solutions after a request for proposals in autumn 2025. A staff member checks eligibility and issues a voucher at the commission's office. What it covers. Preventive and diagnostic care (examination and oral cancer screening, cleaning and fluoride, bitewing and panoramic X-rays, periodontal evaluation); restorative and surgical care (fillings, crowns, bridges and dentures, root canals, simple and complex extractions, denture adjustments and repairs); and care coordination, with appointments within 30 days. Any dental insurance is billed first and the commission pays the rest up to the approved amount. By mid-2026 it had issued 159 basic and 99 comprehensive vouchers, above its $125,000 contract, and its minutes show it considering surgical care and adjusting the contract. Who qualifies, under the commission's rules. A veteran with at least one discharge characterized general or higher; at least one day of active duty outside training, or a current VA compensation or pension award; a visit with a service officer at the commission within the two years before the voucher; a Butler County veteran ID card from the County Recorder (see the ID card entry); and 90 days' residence in the county. The ID card condition is the commission's own.
