Buncombe County Tax Department: Exclusion for Veterans with Service-Connected Disabilities

How Buncombe County describes the State's $45,000 disabled veteran homestead exclusion: its own veteran exclusion application with the State's NCDVA-9, by June 1. The page cites the statute by a wrong number, never mentions the adapted housing grant, the discharge test or a spouse's service-connected death route, and sends applicants to a "Division of Veterans Affairs" number that is the county's own veterans office.

Also called: property tax, homestead exclusion, veterans exclusion, 105-277.1C, NCDVA-9, $45,000, June 1, surviving spouse, Asheville.

For: Veteran or service member, survivor.

Where it applies

Written for the jurisdictions listed here.

The exclusion is the State's, under G.S. 105-277.1C; see the North Carolina entry. The Buncombe County Tax Department decides claims (exemptions line 828-250-4915). What the county says. The page describes a "property tax exclusion for veterans who have a permanent and total service connected disability from the U.S. Department of Veterans Affairs", available also to "the widow of a qualifying veteran who has never remarried". Buncombe uses its own application forms, a Veteran Exclusion Real Estate Application and a Veteran Exclusion Personal Property Application (for a manufactured home listed as personal property), supported by the State's form NCDVA-9; it is a one-time application due before June 1, and the county audits accounts receiving relief from time to time. Where the page is wrong or narrower than the statute. The citation. It cites "North Carolina General Statute Section 105-277.1(c)". The section is 105-277.1C, a separate section; 105-277.1 is the elderly and disabled exclusion and has no veterans subsection. The same page calls the circuit breaker "105-277.1(b)", which is 105-277.1B. Look the statute up by its real number. Routes. The page names only a permanent and total rating. The statute also qualifies a veteran who received a specially adapted housing grant under 38 U.S.C. 2101, and an unremarried surviving spouse where VA has certified that the veteran's death was service-connected, with no rating needed in life. A spouse's claim is not limited to widows. Discharge. The page does not mention the statute's test, a character of service at separation that was honorable or under honorable conditions. Who certifies. The page says to call "the North Carolina Division of Veterans Affairs at 828-250-5726" for help with the NCDVA-9. That number is Buncombe County Veterans Services, 40 Coxe Avenue, Asheville, which certifies the form; the State agency is now the Department of Military and Veterans Affairs. Late filing. G.S. 105-282.1(a1) lets the county accept an application after June 1 for good cause, for that year only. The page's elderly and disabled exclusion still gives an income limit of $36,700, two years out of date ($38,800 for 2026), which matters to a veteran comparing the two programmes.

Thresholds

Thresholds for Buncombe County Tax Department: Exclusion for Veterans with Service-Connected Disabilities
GateRule
Permanent and total service-connected disabilityThe rating path is VA's certification of a permanent and total service-connected disability, as of January 1. A section 2101 adapted housing grant qualifies instead, and an unremarried surviving spouse qualifies on any of the veteran's routes or a service-connected death; the rating filter cannot test those.
