Where it applies

Written for the jurisdictions listed here.

The office. The county's Veterans Service page: James Masters, Veterans Service Officer, 1600 Burnett Drive, Brownwood, TX 76801; 325-646-0335; [email protected]. "Brown County Veterans Service Office Walk-in Hours: Monday-Thursday: 0700-1400hrs; Friday: 0700-1300 (open during lunch hour). Call 325.646.0335 to schedule an appointment before or after hours for special arrangements on Saturdays." What the office says it does. Its "Economic Impact" slides, linked from the page (2024): the office served 1,160 Brown County veterans; "Both Brown County Service Officers are Accredited with the Texas Veterans Commission, VFW, DAV and NACVSO"; the service officers "track 95 active claims daily with 50+ claims pending development for submission"; and "Texas Veterans Commission has co-located their Health Care Advocate in our office area." Beyond claims it lists help with Combat-Related Special Compensation, Concurrent Retirement and Disability Pay, reserve retirement and Survivor Benefit Plan applications. The slides put VA compensation and pension in the county at $24.329 million for 2024 against $7.213 million in 2004 (when the office moved from the courthouse to the VA clinic) and $14.190 million in 2016 (when it moved to Burnett Drive), and count 2,545 veterans. How the county funds it. The office is General Fund department 010-405, "VSO". The FY2026-2027 approved budget sets it at $171,075, up from $164,872 for 2026 (2025 actual $150,752.78), with salaries of $109,069, hospital insurance of $33,826 and $7,000 for travel. The General Fund also budgets a $3,000 "Veterans Service Subsidy" revenue line each year, and the General Fund pays the VSO building's utilities and maintenance on lines of their own. Coleman County too. Coleman County keeps no officer of its own, and its Veterans page, read on 2026-11-01, says: "Coleman County Veterans are served by the Brown County Veterans Service Office, located at 1600 Burnet Drive in Brownwood, Texas 76801", giving this office's number, fax and walk-in hours and James Masters's e-mail address (see coleman-tx-veterans-services). Brown County's own page, re-read the same day, does not mention Coleman. Coleman's 2026-2027 proposed budget carries its Veterans Service Office department (010-405) at nothing, and the $3,000 "Veterans Service Subsidy" revenue line above does not name its payer, so no record read says whether Coleman County pays for the service.
